Database Systems Design

Database design involves a complete evaluation of what end users expect from the resultant data. ALI’s approach to database systems design also addresses the exchange of information between multiple environmental organizations.

Design and Management of Electronic Deliverables

ALI designs and maintains electronic deliverables for environmental organizations. As advanced technology in the workplace becomes the standard rather than the exception, electronic deliverables are quickly becoming a basic part of doing business. Many large environmental organizations and agencies have adopted the use of electronic deliverables as a standard way of exchanging data with other organizations. Companies derive numerous benefits by replacing traditional paper processes with the use of electronic deliverables. Benefits include annual savings of large amounts of time and money, along with greatly enhanced accuracy and productivity. Electronic deliverables are designed to provide consistent and reliable data and can be instantaneously transferred between laboratories, environmental organizations, regulated industries, and environmental agencies. Data stored in electronic formats can be easily archived and retrieved at a later date for further analysis.

Data Consistency Checking

Huge annual losses due to invalid data can be reduced with an electronic data management system that has built-in data checking. Electronic deliverables generated from this type of system provide consistent and reliable data. The use of electronic data can translate directly into large annual savings because fewer tests and analyses need to be repeated. By using a consistent format, data consistency checking can be designed as an integral part of the data management system. ALI designs consistency checking tools to assist users in generating clean, consistent data that are immediately useable to their clients.

Data Validation and Interpretation

Many long-range, and often costly, decisions are made based on the analytical results generated during a project. The confidence in these decisions is directly influenced by the quality of the supporting data. ALI’s chemists are knowledgeable and experienced in analytical methods, government regulations and testing programs, including the U.S. Environmental Protection Agency (USEPA) Contract Laboratory Program, SW-846 methodology, the U.S. Army Corps of Engineers (USACE) Chemical Data Quality Management procedures, and other specialized protocols. Our staff’s chemistry experience results in the highest level of technical competence and judgement. Detailed validation reports are prepared, data quality and usability are assessed, and recommendations are made for data qualifiers.

Chemical Quality Assurance Reports

Complete data review requires a multi-tiered approach, consisting of data comparisons to laboratory limits, method guidance, regulatory requirements, and project-specific data quality objectives (DQOs). Chemical Quality Assurance Reports (CQARs) document the process of verifying the data against each tier of review, as well as identifying data that may have been adversely impacted by field conditions and handling, transport, or laboratory events. The key to successful data review is to identify the levels of review and to apply the appropriate level of review required on a given project. ALI chemists are familiar with USEPA and USACE data review criteria and policy issues. We have reviewed hundreds of electronic data reports for USACE projects and assisted in the development of electronic data review criteria.

Help Desk Support

ALI operates a Help Desk for the USACE, several environmental firms, and over 50 organizations using the EDF, COELT, EDCC, DataStream, and EDMS. The Help Desk provides a comprehensive level of support for all levels of users, from laboratories preparing the EDF to AE firms using the EDF data and preparing EDMS data to generate their reports. As part of the Help Desk effort, ALI developed and currently manages a database system to track significant Help Desk information, including all interactions with users, questions and answers provided, and summary information. The Help Desk services include:

Supporting parties generating or using EDF
Providing technical support for AE firms preparing EDMS deliverables
Identifying and resolving policy issues
Addressing requests for valid values
Issuing valid value list updates
Supporting COELT, EDCC, DataStream, and EDMS software
Providing electronic access to documentation and valid values
Answering hardware and software questions
Resolving systems issues in support of various operating systems

In order to allow users to complete their work without delay, all Help Desk requests are answered in a timely manner, and a technical support person is always available during business hours to answer questions.
